On 8 October 2017 Tbilisi hosted a special session of the Council of Foreign Ministers of GUAM, the Organization for Democracy and Economic Development, marking 20 years since its founding. The delegation was led by Secretary General Altai Efendiev and included Azerbaijani Foreign Minister Elmar Mammadyarov, Moldovan Deputy Prime Minister and Foreign Minister Andrei Galbur and Ukrainian Foreign Minister Pavlo Klimkin.
